“A Handicap Index is the USGA’s service mark used to indicate a measurement of a player’s potential ability
on a course of standard difficulty. It is expressed as a number taken to one decimal place (e.g. 10.4) and is
used for conversion to a Course Handicap. See Section 10.” (USGA Handicap System Manual 2008-2011
– Sec. 2 Definitions).
“Fair handicapping depends upon full, accurate information regarding a player’s potential scoring ability as
reflected by a complete scoring record. Every player must be responsible for returning all acceptable
scores…” (USGA Handicap System 2008-2011, Section 5-1 Acceptability of Scores)
The following rules and regulations are set for all WGAP Club Members to follow, in order for us to conduct
wholesome, fair, equitable and competitive golf tournaments, effective April 2010:
- All club teams are required to submit game scores of members through valid printouts* and/or
scorecards on or before the 4th of the month at the Manila Golf Ladies Locker. First offense for
non-submission or delay in submission will cause the member(s) a two (2) point deduction on
the converted handicap in the succeeding tournament(s) where said index is to be used.
Second offense will result to the withdrawal of Handicap Index. A withdrawn handicap index is
re-instated as soon as the club team submits their games and will be reflected in the revision
date following the submission. Combined nine holes are accepted.
- Members with both NGAP and IPI printouts must submit both. If a member fails to submit all the
required printouts, the lowest index will be used.
- WGAP number must be indicated in all the individual printouts/scorecards. Subsequent
Printouts/scorecards without WGAP Number may not be processed, hence may be considered
as non submission.
- The WGAP Handicap Index List will be emailed to all concerned on or before the 15th of
the month. Any WGAP tournament and deadline for submission of entries scheduled prior to
the 15th of the month will use the previous month’s WGAP Handicap Index. Only members in
the month’s WGAP Handicap Index List will be allowed to play the WGAP Circuit and WGAP Cup.
- New members must have a minimum of five (5) games before a Handicap Index is given.
New members with twenty (20) or more games must submit their Certified Handicap Index of
the previous month to be used for Equitable Stroke Control (ESC), otherwise the lowest
differential based from the twenty Games submitted will be used.
- The Handicap Committee reserves the right to change a player’s handicap during the tournament
season if it finds reasonable cause. It has the discretion to adjust the handicap of each
member who scores much lower during tournaments or if the handicap does not reflect the
player’s ability.
- It is recommended that the Handicap Chairperson of each Club be familiar with the USGA
Handicap System. Questions regarding handicap must be coursed through your Chapter
President or Handicap Chairperson, who will then bring the matter to the WGAP Handicap
Committee for proper action.
- Thirty-six (36) is the maximum converted handicap to be used.
- Submission of printouts and scorecards must continue even after the WGAP Cup.
PLAY BY THE RULES, COUNT EVERY STROKE.
CHECKLIST FOR SUBMISSION OF GAMES:
- *VALID PRINTOUT: Printouts must indicate the ff:
a. Date of games (should not be more than 1 year from date of submission).
b. Course (with slope and course ratings, tees played (i.e. red, white, etc.)
c.
Hole per hole scores
d.
WGAP Number
- SCORECARDS: Must indicate: Course (with slope and course ratings), Date (recent), name,
WGAP number, hole per hole scores, tees played, signature.
- TRANSMITTAL FORM (per club team): must include date, names of members, WGAP numbers,
Total number of members, and Sender’s name with contact number.
- Number of printouts/scorecards must tally with the number of members,
- Submit on or before the 4th of the month
- Indicate new members, if any, on their printouts/scorecards, and submit their certified
handicap index of previous month.
